I don't understand why people who ordinarily don't need an excuse to get drunk use days like Fifth of May and Patrick's Day as an excuse to do so. Very strange.

Because it's the one day where they're no longer the drunk and are given the opportunity to blend-in--or being drunk is less severe because it's "a drinking holiday". It's not so much an excuse as it is a break for them...
