Congress doesn't enforce law. The legislative branch is only supposed to make it. All it can do is impeach, which is what I'm sure you meant to say.
In any case, I can appreciate their outrage to a degree...but their response is totally inappropriate, and the guilty parties need to join the rest of us in the twenty-first century and learn to cope with things you don't like rather than take the stone-age approach and fight what piss Nog off, uga. Of course, it doesn't help that the Islamic freak-out is fueled by self-righteous idiots going around with fake and far more outrageous scribblings that were never published by any newspaper or drawn by any of the embattled cartoonists. And it doesn't help that they're "responding in kind" by drawing pro-holocaust cartoons in their own newspapers. Oh, wait, they've been doing that for sixty years....
Plus, their injunction against portraying images of Muhammed hasn't stopped artists throughout the history in the Islamic world from portraying him. Besides, prohibiting images of him reeks of idolatry in itself, making him equal with their god, who allegedly has none. And he did enough in his own lifetime to denigrate himself...anything some Danes might caricature in editorial cartoons pales in comparison to the history of that prophet.
But that's not for me to reconcile. All I know is that I see a lot of ordinary Muslim people being incited by fringe groups to act like asshats, just like any other religious/social/political group might do. And they need to get the fuck over themselves and realize that it isn't helping them.
