I figured out the explination for the old fashioned shitty graphics.

One, there's no sound stages, no props, no buildings. Only a blue room. every location, every building, even the chairs and cups, are all cg. Everything in the movie is CG, Spirits Within style. Except the actors.

That, and the movie is an indie film with like a $20 million budget.
