Well it could work two different ways. The first is that the steering wheel only works 2 of the 4 wheels and they are two are basicly "slaved" to the first 2, so that when the first 2 move the other two move as well.

The 2nd is that through some custom gears all 4 wheels are on the steering colum and they all move unison.

It's not really impossible, but it's just really needless as it wouldn't really ADD anything to the performance of a car. In fact I think it might make turning sharp corners far more diffcult so you'd have to make wide arcs like big riggs do.

Cars with more than 4 wheels on the front were actually common during the dawn of the automobile, with cars with 6, 8, and 12 wheels.

I noted a few of them....

No breath in the exterior fortress, no blood on Dorian's sword, No cemetary in Venice (it's be hard to bury someone in a town that is basicly built on stilts), the stuntman in the bar fight, And the fact that the Nautilus proably couldn't get up the Thames submerged and wouldn't fit down the narrow canals of Venice. It's an awesome visual, but could never happen. Espeically since they played the Nautilus up as being so massive.

Already happened. It's called West Nile, Avian Flu, and AIDS. Haven't you noticed those have popped up in the most populated parts of the world?

Avian Flu isn't as bad as anyone thinks, AIDs is highly preventable, and West Nile only kills kids, old people, and kids with AIDs.
