I've been there. Took a walk downtown in the "bad" neighborhoods with my friends Caren and Lisbet. 3 White girls just wandering around.
It was too cold for the hoods to be out. Also, I think there was a Jay Z concert going on next to our hotel.
I didn't even think that we could be in any danger. *shrug*

Well depends on which bad neighborhoods you are talking about. West Philly: ghetto black and asian people. North Philly: latin ghetto, and South Philly: the slimmiest italians you'll ever meet (this one is the worst IMO). Oh and NE Philly: inbreds.
That's why if I'm in Philly I prefer to stay in Center City :3
