It looks that way. I last heard him in Tsubasa Resevoir Chronicles as Kurogane. And he was in Ouran as the Yakuza punk "Bossa nova". I imagine he'll reprise Armstrong in Fullmetal Alchemist: Brotherhood when it gets dubbed. I don't think I watch enough anime to note whether or not he's been in other peeps' productions. I don't think so.
