It's meant to be scary. It's been staged for dramatic effect. But if that was a ghost the eyes would not have glowed, at least I don't think so. I've heard of ghost that were seen "as real as you and me" but that doesn't translate to film very often. Most of the time they are seen, as wisps of smoke like substance, or dark shapes, or transparent forms.
The "Solid" ghost seems to have to have the human factor. IE: The mind's eye...if you will, that is lacking in a Camera. A lot of time a person can see a ghost, but it doesn't even show up on film.
