Is it wrong for a girl to tell a guy who has a girlfriend that she likes him? Would that make her seem disrespectful in his eyes?

But you have to take what you want to come of it into consideration.

Do you want him to cheat on his girlfriend with you?
Do you want him to leave his girlfriend for you?
Do you just want to get it out in the open for your own satisfaction/closure?

You're basically tempting him to pursue something with you. Because there's no other reason to just come out and tell him that. You can say it in a sort of cute flirty way that wouldn't be as awkward as just coming out and telling him you want him, but like I said it depends on what you want the outcome of this situation to be.

First you need to think about why and how much you like this guy. I mean do you think it could be something long term and meaningful? Or do you just want him cause he is taken and as soon as it looks like you are going to get him are you going to drop him like a bad habit?

If the answer is the former, then you should tell him. Guys arn't very good about taking hints and telling us directly is a much better approach then throwing off "signs". And even if he does read the signs he might not be to sure that's the signs he thinks they are.

Even if it doesn't turn out the way you want, at least he'll know. Which is much better then being forced to keep it all bottled up. It'll make you crazy...and you're a little on the nutty side to begin with, so no need to make that worse.
