I think Bush did cause the hurricane. What does Bush love and own? Oil. What's out there in da ocean? OIL rigs. If my theory is correct, there is a giant weather machine hidden in one of these rigs. Powering it in a supersized running wheel is a giant hamster that hates black people. Think about it.

It's essentially a symbolic responsibility, but he's doing exactly what the CEO of a multi-billion dollar global corporation has to do after a major bureaucratic meltdown. It's not all private jets and receptions. Of course he can't attend to every detail of every department under the federal umbrella, but he is responsible for appointing competent individuals who in turn have the sense to hire people who can get the job done all the way down the chain of command. Being a buddy is not a valid qualification for an important position.
