It's essentially a symbolic responsibility, but he's doing exactly what the CEO of a multi-billion dollar global corporation
has to do after a major bureaucratic meltdown. It's not all private jets and receptions. Of course he can't attend to every detail of every department under the federal umbrella, but he is responsible for appointing competent individuals who in turn have the sense to hire people who can get the job done all the way down the chain of command. Being a buddy is not a valid qualification for an important position.
