I think Grim peaked around the time of Attack of the Clowns and Chocolate Sailor, and it's been on a steady decline ever since. Episodes used to strike a perfect balance between stupid and funny, and lately it's been leaning heavily towards just plain stupid. That's not to say there haven't been a few decent ones recently, but it's way more miss than hit now, in my opinion.
As for being a dub hater, you might be right. I try not to make broad generalizations, but it seems to me like a lot of dub work really does sap the charm out of certain shows.
Take Samurai 7, for example. I stopped watching fansubs as soon it was licensed, because I was really enjoying it and figured it would be a worthy addition to the shelf, but after viewing Funimation's dub I can't for the life of me remember what I liked so much about the show.
