Well, because Little Hercules literally is. Much like Robert Pershing Waldow, there is most likely a small growth pushing in on one of the glands inside his brain. While Waldo's caused him to grow at a rapid rate, Hercule's growth is probably the cause of his muscle development being so radically advanced.
