All 100 senators voted to approve the licensing measure, which its backers attached to a must-pass, emergency $82 billion spending bill to fund the U.S. military in Iraq and Afghanistan and Asian tsunami relief efforts. But many immediately raised questions about the license provisions.
Licenses issued by any state unable or unwilling to meet the new federal standards would not be recognized by the federal government. They couldn't be used as ID to board commercial flights, for example.
Under the law, to get a new or renewed license would require a document showing a person's name and date of birth, such as a birth certificate; a document verifying a person's legal presence in the United States; a photo ID; proof of a valid Social Security number and evidence that the applicant actually resides at a certain address, a utility bill for instance.
That would mean more identification will be required for a driver's license than is needed for a U.S. passport that currently requires a photo ID like a drivers license and proof of citizenship, typically a birth certificate.

I don't get this. How can congress slap a law for a national ID on the back of a bill that has nothing to do with it, but has to do with spending more fucking money on Iraq. And what's with that "Must Pass" bill? Why must a bill pass?
