The alt tag says "Percival Lowell" but what is it a picture of?  Mars with bugs on it and Earth with a telescope on top?

NASA confirms nothing! Official statement is they're probably "specks" on the telescope.

Edit:
If you click on the title, it sends you to this "map" of mars (http://www.google.com/mars/), which, if you zoom out all the way, seems to repeat itself 4 times.
