I like the fact that he never asks for money up front.  Usually his merchandise is pretty crappy and I can get better free stuff from townsfolk or the police station but if I'm looking for a specific shirt of wallpaper he serves his purpose.  Like I completed my 8 ball collection thanks a lot to stuff I got from him.

I have also purchased some very attractive parasols from his store.
