PORTLAND, Ore. – A new law set a convicted sex offender free early and police said he went right back to the scene of his original crime to attack another woman.
Demetrius Payton, 33, was released from prison two months early for crimes he committed in 2008 at the Willow Springs Apartments because of a new law aimed at reducing prison crowding and the cost to taxpayers.
He was convicted in January of 2009 of breaking into two apartments and sexually assaulting one woman.
Police said Payton went back to the apartment complex on Monday and sexually assaulted another woman in her unit after he broke into it. Police arrested him on Tuesday and charged him with first-degree burglary and first-degree unlawful sexual penetration.
Tenants of the complex said this is a perfect example of why the law needs to be changed.
“If he was already in jail for that he probably should have stayed. … He just got out and did the same thing again,” said a tenant of the apartment complex who wanted to be identified only as Arlene.
Oregon state House members who helped write the new law said in previous interviews they will work to undo what they did in the upcoming special legislative session in February.

I agree. Considering most if not all always go out and repeat, just execute them or send them to Mars. Then Mars would become a new Austrialia, and we'd be getting steaks from a Martian-themed restaurant.

Repeat violent offenders should be executed by public hanging.
At the very least, they should take sex offenders and sew their dicks to their taint and stitch iron mittens onto their hands before letting them out.

The problem is the non-violent criminals that are in jails. Release those being held for small amounts of possesion, petty thefts, etc. We also need to figure out something with Mexico to get rid of violent criminal immigrants.

They may then move up to large amounts of possession and grand thefts. And there's always the idea shown in such cinematic tours-de-force as Escape from L.A. and No Escape.

SAN FRANCISCO — Governor Arnold Schwarzenegger suggested California could ease its crowded prison system by sending thousands of undocumented inmates to specially built jails in Mexico.
Speaking to reporters at the Sacramento Press Club, Schwarzenegger said California could ease its strained finances by a billion dollars if 20,000 illegal immigrants currently held in the state were housed across the border.
"I think that we can do so much better in the prison system alone if we can go and take, inmates for instance, the 20,000 inmates that are illegal immigrants that are here and get them to Mexico," Schwarzenegger said.
"Think about it -- if California gives Mexico the money. Not 'Hey, you take care of them, these are your citizens'. No. Not at all.
"We pay them to build the prison down in Mexico. And then we have those undocumented immigrants down there in prison. It would half the costs to build the prison and run the prison. We could save a billion dollars right there that could go into higher education."
Schwarzenegger's remarks come as California prepares for the latest in a long line of state budget crises.
Schwarzenegger declared a fiscal emergency earlier this month, warning severe cuts were necessary to stem a 19.9-billion-dollar deficit.
California has some of the most overcrowded prisons in the United States, with an estimated 170,000 inmates housed in facilities designed for 100,000 people, according to 2007 figures.
Schwarzenegger said he believed the financial burden of California's prisons could be eased if the private sector moved into the industry.
"I think that there is no reason why we should have just state employees and public prisons," Schwarzenegger said. "Why shouldn't we have private prisons and private prisons competing with public prisons?
"I don't want to go and get rid of public prisons, not at all. It's not an attack on their labor union even though they may take it as such.

An inmate at the Monroe County Jail accused of beating another inmate with his prosthetic arm, is today facing assault charges.
David B. Hanna, 33, of Rochester, was charged yesterday with first-degree assault, a felony, said Cpl. John Helfer of the Monroe County Sheriff’s Office. Hanna is accused of severely beating fellow inmate Elijah H. Armstrong, 19, of Rochester, during an altercation at the Monroe County Jail Friday morning, according to City Court documents.
Hanna is accused of knocking Armstrong to the floor and using his prosthetic arm to punch Armstrong in the face nine times, according to court records. Hanna is also accused of stomping his foot – which was not prosthetic – on Armstrong’s head at least four times during the incident.
Armstrong was taken to Strong Memorial Hospital, was treated and later released. He suffered several broken bones in his face, including his nose, orbital bones and several teeth, according to court documents.
Armstrong told deputies that he and Hanna live in the same living area of the jail and the two men got into a fight while in the jail’s gym about 9:15 a.m. He told deputies he couldn’t remember any details about the fight.
Hanna, who has been in jail since Jan. 14 on felony drug charges and parole violation charges, pleaded not guilty in City Court today. He is being held at the jail without bail and is scheduled to return to City Court at 11 a.m. tomorrow to appear with an attorney.
Deputies said Armstrong has been in Monroe County Jail on grand larceny changes since Dec. 22. He’s there on $15,000 cash bail or $45,000 bond.

There are many Instructables for doing just that. A little dremel work on some readily available plumbing supplies, and BAM you have a hilt. You can get inserts for attaching light tubes to custom stuff like that, too.
