Apparently so. Kristin Kreuk Cast as Chun-Li in Street Fighter Movie (http://www.firstshowing.net/2007/12/21/kristin-kreuk-cast-as-chun-li-in-street-fighter-movie/). I kinda agree with the comment about Kelly Hu as Chun-Li. Sure they'd have to skew the movie a little older, but Kelly Hu would make me cream the seat. Not that Kristin isn't purty or nothing, but I just don't see it. Also, being Chun-Li centric of all things (as opposed to Guile or Ryu and Ken) is a bit odd IMO.

Kreuk doesn't have the ebony horse thighs, though. They might as well cast Bernie Mac as Ryu!

The first character I ever mastered was chun-li so this movie makes perfect sense to me.

My suggestion may sound a bit... outlandish, but they probably could have picked a not-yet-popular young Chinese actress(from America or whatever) to be Chun-Li.
Kreuk doesn't look insanely Chun-Li-y, and I bet if she (as Chun-Li) ever has to boss around police guys or interrogate bad guys, she'll sound as intimidating as Sarah Michelle Gellar. :-\

Even before I knew anything about acting I knew better than to think that doing a bunch of movies makes someone a better actress.

The producers say that it is. We can all go see it. They are getting paid off for their crimes, and our friends who have died at the box officewill have died for nothing. But, we can all go see it. Ha, yeah. That's a great point. Besides authenticy issues, they wouldn't have to pay her as much as Kreuk and could either find big names for other roles or spend that portion of the budget on advertising or elsewhere on the movie. In a perfect world, they would've done as you suggested. And I'm certain you're right on your last point, too. I don't mind Gellar when she's casted correctly but she's obviously not a tough girl by any standard, the Slayer or not. I find moments where she's supposed to be threatening jarring (almost funny sometimes). I'm tired of all of these doe-eyed heroines like her and Jennifer Garner.
I don't think Kreuk will deliver much more than slick-looking fluff. Not really a comment on her acting so much as I don't think she could be a very cool Chun-Li. They'll dress her in black pleather and have her do wire work while rap music or Linkin Park plays in the background and she bats her eyelashes.

Zhang Ziyi is either learning or is trainable, considering that she was Karai in TMNT. She would've made a pretty cute Chun-Li.

At least watch the first one. Ideally, borrow the DVD and you can do a fast-watch if you don't care for parts of it. It's not bad.
